In a bowl, combine the ground beef, minced garlic, grated ginger, chopped green onions, soy sauce, sesame oil, salt, and pepper. Mix well to combine all the ingredients. Take a dumpling wrapper and place a teaspoonful of the beef mixture in the center. Add a few cucumber slices on top of the beef mixture. Moisten the edges of the wrapper with water, then fold it in half and seal the edges together to form a half-moon shape. Repeat with the remaining wrappers and filling.
