Begin by cooking the rice. Rinse the rice in a strainer until the water runs clear. Combine the rice and water in a pot, then bring to a boil. Reduce the heat to low, cover, and simmer for 18-20 minutes. Remove from heat and allow to sit covered for 5 minutes. While the rice is cooking, lightly coat the diced beef in the flour, salt and black pepper mixture. Heat up a skillet or a pan on medium-high heat. Add a tablespoon of oil to the pan, then add the flour-coated beef. Cook the beef for 5-7 minutes or until it is cooked completely to your liking.
