Preheat the oven to 400°F. Combine ground beef, breadcrumbs, Parmesan cheese, egg, milk, salt, and black pepper in a large mixing bowl. Mix the ingredients together until they are completely combined and form the meatball mixture. Form the mixture into small, golf ball size meatballs. Place the meatballs on a baking sheet lined with parchment paper. Bake for 18-20 minutes, or until they are cooked completely.
